I fully believe that YTV has the rights and is just sitting on them after their shift in programming (and probably management) focus to just tween girls aimed programming.

Theo- That doesn't make much sense. They picked up and are airing Blue Dragon. They picked up Blue Dragon well after the change was starting. They wouldn't pick up Gundam 00 any later then that because their shift in programming was already quite clear by then.
Right now YTV seems to be
Right now YTV seems to be getting away from any teen oriented anime. About all they seem to want to air is Pokemon level stuff. It is possible that YTV has right for the show, but it's more likely that they just aren't interested in it right now and have chosen not to pick up the rights.
So the problem isn't with the rights as much as an outlet. YTV doesn't seem to want it and there aren't many other outlets serious enough about anime to be bothered with it. It could turn up on Superchannel, but that's about it. Aside from Naruto and Bleach on YTV, and the smattering of stuff on channels nobody gets, practically nobody is airing teen oriented anime right now.
AS for YTVs anime channel, after the way they're destroying Bionix, I don't think we'll get it. Looking at the application, it was made in 2006, although approved in 2007. In 2006 anime was going strong for YTV. It was also doing well in 2007. But it's 2009 and YTV doesn't seem to show the same interest in anime as they once did.
So if you want to see Gundam or any other anime, the Internet is about the best chance right now.

Gundam 00 is a smaller
Gundam 00 is a smaller commitment then Blue Dragon (Bandai only has Season One thus far IIRC). There is no reason to buy the rights for a show that small and not use them. If aired in the fall it could have ended just about now.

What may have happened is that when YTV picked up the last Gundam series they also had first choice rights on the next Gundam series. And since YTV changed it's approach to anime they haven't acted on those rights.
This would be further complicated if YTV is still indecisive about their anime channel and wanted to hold off indefinately just in case they decided to go forward with it. It doesn't mean that they will, they just want to leave their options open.
It's also possible that Bandai feels they still have some chance at selling the Canadian rights so they're deliberately holding off.
Or it could be that since they're American they don't give a care about Canada.

Season Two is about to begin in the US. Someone should bug Bandai at Anime Expo about Gundam in this country. I haven't been able to find Gundam 00, Code Geass, and Gurren Laggan DVDs in Canada (and by Canada, I mean checking HMV, Best Buy, and Futureshop's stock locators and seeing like four copies in stock nationwide).
Also, if YTV has the rights, why not earn some money on it and put it on Bionix on Demand?

Gundam 00 1st DVD set has been delayed even though it's listed for july 21 but you can find Code Geass and Gurren Lagann on amazon.ca (or should be able to find them) quite easily as that's where I got them from.

When it comes to scams, you can get scammed whichever way you use. Credit cards have some protection in place against that while other systems don't.
The problem with buying anime or other videos from EBay is that they're often just bootlegs of downloaded files, which you could have just as easily done yourself for nothing. Amazon is a little better about watching out for that stuff.

It's quite clear the web deal is dead in the water, along with any TV Deal (Unless it pops up on Superchannel this fall).
Support Bandai in a way that actually gives them some money, buy one of the few Bandai releases that aren't filled with glitches. HMV is carrying them (00 Season 1 Part 1), that's where I got mine.
